CALL FOR PROJECT APPLICATIONS: SOUTH AFRICAN SEASON IN FRANCE 2013 GUIDELINES

The France – South Africa Seasons 2012 & 2013 is a multifaceted bilateral collaboration between France and South Africa, concluded last year by the heads of states of France and South Africa.

The goal of these Seasons is to improve mutual understanding and contribute to the diversification of France’s image in South Africa and South Africa’s image in France by emphasising the modernity and values that the two countries share. Projects are encouraged to include reciprocity to enable both countries to benefit from the Seasons.

The French Season in South Africa opened formally in July and will continue into November 2012. It will be followed by the South African Season in France between May and December 2013.

SELECTION OF PROJECTS

Organisations and/or individuals can submit an application form for funding or endorsement from the France – South Africa Seasons.
Proposals are presented at the Joint Organising Committee (JOC) meetings which are held every 2-3 months and include some French and South African officials.

FUNDING

  • Funding is granted by the JOC, based on the quality of the project, its relevance to the principles and guideline for the Reciprocal Seasons, and its feasibility.
  • Partial funding is granted to successful projects
  • Funded projects will be integrated into the programming of the Reciprocal Seasons. As such, it will benefit from the overall marketing and public relations campaign of the Reciprocal Seasons (documents, website)

ENDORSEMENT

  • Endorsement is granted by the JOC, based on the quality of the project, its relevance to the principles and guideline for the Reciprocal Seasons.
  • Endorsement is granted to projects supported by a leading organisation with financial resources for the project.
  • Endorsed projects will be integrated into the programming of the Reciprocal Seasons. As such, it will benefit from the overall marketing and PR campaign of the Reciprocal Seasons (documents, website)

GUIDELINES

  • It is desirable for a project to be a collaboration between a South African organisation and a French organisation
  • Projects that do not have a French partner should discuss this with the NAC who will assist in trying to secure a suitable partner.
  • If a particular organisation is being considered, this must be stipulated.
  • The South African partner will be obliged to submit a Tax Clearance Certificate to receive funding, if granted.

TIMELINE FOR APPLICATIONS

Applications forms can be found on the Seasons website – www.francesouthafrica.com Applications received by 27 September will be reviewed during the first round of funding in October 2012.

The closing date of the second funding round will be 26 November, for review in December 2012. Applications must be emailed to:

ORGANISATION

France-South Africa Seasons 2012 & 2013 are organised and implemented:

For South Africa: by the Department of Arts and Culture and the National Arts Council (NAC), with the support of the Department of Science and Technology, the Department of Sports and Recreation, the Department of Tourism, the Department of Trade and Industry, the Department of Higher Education and Training, the Department of Basic Education, and the Embassy of South Africa in France. Chairman: Mr Dikgang Moopeloa. General Commissioner: Mr Bongani Tembe.

For France: by Institut français with the support of the Ministry of Foreign and European Affairs, the Ministry of Culture and Communication, the Ministry of National Education, the Ministry of Higher Education and Research, the Ministry of Sports, the Ministry of Economy, Finance and Industry and the French Embassy in South Africa and the network of Alliance Française. Chairman: Mr Xavier Darcos General Commissioner: Mr Laurent Clavel.

The French Season in South Africa is backed in 2012 by a committee of sponsors chaired by Mr Luc Oursel, AREVA President and Chief Executive Officer, Chairman of the Executive Board of AREVA. This committee is made of the following corporations: AREVA, Air France, Bouygues Travaux Publics, EDF, GDF-SUEZ, Mazars, Fondation Orange and Total.
